Purposes

  1. To Implement All the Departments of the Institute with Full Planning Capacity within the Next Five Years
  2. Reduce Recurring Expenses By 15% Over the Next Three Years
  3. Increase the Capital Investment Contribution of External Fund Sources By 5% Within the Next Three Years
  4. Increasing The Planning Capacity to Coordinate Special Projects and Programs with the Needs of Marginalized Individuals, Social Groups and Geographical Units

Main Functions

    • Maintaining the provincial database.
    • Activation of the Information Unit.
    • Coordinating and implementing the Unemployed Graduate Scheme.
    • Implementation of Provincial Vocational Training Plan.
    • Implementing the Skills Development Plan.
    • Preparation of Sabaragamuwa Provincial Council Performance Report.
    • Functioning of Research Unit.
    • Implementation of e-Government Policy.
    • Establishment and Maintenance of Provincial Web Portal for data and information.
    • Preparation of project reports and concept papers related to data collection, analysis and publication.
    • Compilation of data and information required to design and direct projects to ensure balanced development.
    • Activation of GIS Unit.

    • Implementation of Regional Development Plan (Provincial Decentralized Budget) .
    • Office Establishments, Administration, Finance and Accounting.
    • Local and foreign training.
    • Preparation of recurring estimates and appropriation accounts.
    • Maintaining office library and record room.
    • Coordination and Monitoring of programmes/project implemented under the national policies (Eg Drug Free Country, National Nutrition Policy, Sambuddhatva Jayanthi Program, Ranaviru Memorial Program).
    • Implementation and coordination of productivity program.
    • Preparation of project proposals and concept papers to minimize regional imbalance and disparities.

    • Preparation of Medium-Term Provincial Development Plan with implementation and follow up plan.
    • Preparation of Capital Estimates.
    • Preparation of Annual Development Plan / Outcome Based Organizational Framework.
    • Preparation of the annual action plan of the Provincial Council.
    • Monitoring / directing and evaluating development plans prepared by the Provincial Ministries.
    • Directing and evaluating the progress of the Ministries and Institutions affiliated to the Provincial Council.
    • Establishment of the Internet Operating System for the implementation of the Annual Integrated Development Plan.
    • Coordinating and Implementing Special Projects (UNDP Program)
    • Preparation of Provincial Council Policy Statement and providing information relevant to the preparation of the Budget Speech.
    • Transfer of Allocations between Provincial Council Project Programs.
    • Preparation of sectorial plans of the province.
    • Coordinating the Provincial Physical Plan / Strategic Plan / Integrated Plan.
    • Preparation of project reports and concept papers related to the sectorial development of the province.
